Stagnant referrs to the condition of stillness.Stagnancy can be in any aspects.Ones life can be stagnant if there is no excitement and enjoyment in life.Any object can be stagnant.Water can be stagnant if there is no flow.Stagnant can't be used for the stubborn nature of a person but can be used to describe the stationary position of a person. Stagnant does not describe the firmness or stiffness but it implies that the object is at rest.

When I initially think of stagnant the word stale comes to mind but the dictionary I have uses the following synonyms: standing, still, quite, sluggish, unmoving, immobile, flat; stale, foul, putrid.

Stagnant means the state of non- movement or no progress or setback.... such as stagnant water in a pool
