Go into character map
look on the fifth row
it should look like this ..qrstuvwxyz{|}~ ¡¢£¤¥
select and copy the cent sign to paste where you want

If you have a laptop this should work for most Windows Systems. The difficulty arises when you lack a numeric keypad, and the USB models seldom function like an intrinsic built-in. So here is what you do:
Create a new shortcut on your desktop (right-click a blank spot then select New » Shortcut) It will respond "Type the location of the item" and you enter "C:\Windows\system32\charmap.exe" (without the quotation marks). Then it will ask for a name for the item Call it simply "Character Map". Right-click the new item and choose Properties, click once in the Shortcut key: box and hold down the CONTROL, ALT, and C keys all together briefly (or whichever combination you don't use for something else that is easy for you to recall -- obviously you don't want to pick CTRL-C or something that is used elsewhere for a different purpose.). Click OK and close the window and now press CTRL+ALT+C. You will see the Character map pop up on screen. You can copy ANY symbol you need. Remember your new shortcut combo and you'll never have to ponder how to make any symbol you may need. They're all available for you at any time...

The task is very easy:)
1. Make sure that your Num Lock [numbers Lock] is on.
2. Press and hold down your ALT key
3. On your number pad, enter the following numbers (again while holding down your ALT key): 1 5 5
4. After you entered the last digit, let go of the ALT key.
5. Most importantly: if this doesn't work at first, keep practicing:) It may take a few tries, but it will work. Many a few other peopel have suggest other numbers (i.e. 0162) , these will also work. There a lot of randomly assigned numbers that will do the same job. I only discovered 1 5 5 works for me.
You can also use these numbers to write letters that have accent marks [é ñ ÿ ä]; foreign punctuation: [¡¿« »]; ○ geometric/scientific symbols:[║╝├╞ ]

In Microsoft word you could look at all the symbols and their shortcut keys buy first clicking on "Insert" on the toolbar. Then select "symbols".
There you will have a list of symbols and their associated shortcut keys on the bottom.
For the Cent sign it is first press the Ctrl button (hold it down), then hold down the / key (now you are holding two buttons down), then still holding the two keys, you press the c key (basically you are holding all three buttons down). That will now display the cent symbol.

Press and hold the ALT key. Then, press the following sequence on the keypad on the right
0 1 6 2
Then release the ALT key.
Do not use the number keys on the top...if you don't have a keypad on the right, I don't know how to help

This should work in any Windows word processor, text editor, browser or email client. 1. Make sure your keyboard is in Num Lock mode. 2. Hold down the ALT key and enter, on the numeric keypad: 155 (¢) That will do it.

I tested this in Windows 7 and Office 2013
c / is the wrong order.
Press and hold , press and release / press and release c it will create the cents symbol. Release
