It is definitely the petals and if you want fragrance be sure to check to see if the roses have a fragrance - not all do. Great idea!

Yes, they are the petals, I use mine for making rosewater and then I make homemade lotion with it and goats milk, it smellls SOO good and makes your skin so soft...
Rosewater is great for adding to your bath as well..

definitely the petals. make sure they are fresh otherwise they will wilt and look terrible and loose their fragrance
