In my experience this is universal dry cleaner behavior. What makes these service providers more loving than others?

Maybe... its an attempt to combat the average customers negative mood by attempting to fill the customer subconsciously with love so that the customer will be less likely to complain... ie: meticulously look at the clothes for any wrinkles or stains.... although it does not work with all people... it is highly probable that the percentage of humans it does work with makes it a worth while deterrent of the "not happy customer".. In turn, this allows for greater profits.. which allow for more Dry cleaners to open that use the same technique... replacing the ones that don’t...

I've never seen such notes or signs at a dry cleaner's shop.

they are over compensating because they feel bad that dry cleaning isn't really cleaning
