The best person to talk to about your finances is YOU. Now, I know that sounds corny but it's true... who else knows the difference between your wants and needs than you. You don't really need a budget ... you need a plan. My first word of advise is to put 10% of your income into a tax deferred 401K plan or some kind of long term account. You can work with 90% of your income... trust me. Forget that 10%. You won't miss $10-20 a week. It will be there when you need it most and compound interest will boost that into a great retirement income.
Now, you've got 90% of your income to work with. Start with the priorities of your bills... rent, heat, electric, car payment, etc. This list needs to be in order of priority, not preference. At the bottom of your list, are there any things you can get rid of? At the top of your list are there any thing you can cut down on? Don't think that $10 cable channel you hardly watch isn't going to make a difference... that's $120 a year that may just pay off a bill you have and save you that 15-20% interest.
Can you increase your income at all? Ask for a raise at work... get a roommate... sell things you don't want or really need? Don't blow the money! Apply it where it's going to give the most value. Can you make extra money taking in laundry or selling consumable supplies on Ebay or through other ecommerce solutions part time? Remember only $5 a day is $150 a month.
The best person to talk to about your budget is you. Seperate your wants and needs and commit to only buying things you need. A friend of mine complains about never having money and then brags about the collectibles he goes out to buy and what great prices he's gotten.

You could try 'talking' your budget problems over with your own self : That would not cost you anything, and some practical ideas will surface therefrom.
...Or else, you could go to a professional financial consultant, and help him/her charge you a fancy fee - just to tell you, in the most complicated ways possible, that you should spend less and save more !
