You have a structural problem in the making ... but more serious, you have a sanitary problem, health problem.... You could notify your local rental control agency (if You have one) or public health agency and tell them that your manager wont act on your complaints.

Landlord - Tenant laws vary greatly from state to state.
I'm now living in Kansas and it's the worst I've ever seen, in fact I have the same problem. Well, the floor's not soggy, but it's always wet and the linoleum is stained (and no it's not from missing the pot).
I've contacted both my state representatives office and the Governor's office but have not heard back yet. I'm 55 years old and I'd never rented beyond my college years until recently, but this is obviously what Bush means by "Ownership Society".
The owners "own" and the rest of us just get to waller in the muck! I guess this is the final chapter of "trickle down" economy.

You have several options. You can move. You can call the Building Inspector (it may be city, county or state level) and they will deal with the landlord. You can contact a lawyer that works on a contingency basis (he gets paid only if you do). Last, but not least, you can fix the toilet and charge the landlord. If you do that, I would notify the landlord in writing of your intentions. The floor will rot if not stopped soon.

It depends on the renters rights laws where you live , the law in my state requires you to write a letter stating the problems and that you are withholding the rent until it is repaired, then you must keep the withheld rent in escrow, copy the letter to the property manager , general manager, and the owners,
Also you must give them access to your apartment, So include in your letter if they have permission to enter, or when you can be there to let them in

Check your lease! if there is anything in there that you can be reimbursed for any maintenance fine call and get it fixed. Copy the receipts in case he tries to take you to court. IF NOT like others have said keep track of your correspondence with him AND send him a registered letter of what is wrong in case he takes you to court for damages.

In the meantime turn off the water supply to the toilet except when you need to flush.
Put something in writing, registered mail even, and stop paying rent.
Document dates.

Find the source of the leak and try to fix it yourself. If you can identify and
explain the leak and post it here, you'll probably get some good answers.
Or, keep calling and waiting.

write him a letter.. and keep track of all attemps of contact.. thenif still no response.. tell him you will hire some on to fix it and deduct the amount from your rent..unless he fixes it sooner!!!
Do you have a lease?? what does it say about repair??
If all fails .. that has to be some sort of health violationg... REPORT HIM!!!
