Hebrews ch. 2 v. 6 says:

But there is a place where someone has testified:
"What is man that you are mindful of him,
the son of man that you care for him?

Man and “Son of Man” make the same point. In other words, mankind and the descendents of man. Man unlike the angles was not created at once. The spirit of man is created at conception, and the body is formed in the womb. (Zechariah 12:1). All the angels were created at once, in one creative act. The term Son of Man is the used by Jesus more then any other title in the New Testament. The title is from Daniel 7:13, where the Son of Man approaches the Ancient of days, meaning the Messiah would be of Human descent.

The writer of Hebrews is amazed that God, who inhabits the Heavens would choose to be incarnated and take man’s nature. God did not choose an angel, but man. So the question is asked “What is man?”.

Hebrews Chapter 1 establishes the source of the message by the “Son of God” verses prophets. Chapter 2 builds on the “since”, the source of the Message, the “Son of God”, therefore we need to take what He said very seriously.

Hebrews 2:6 refers to Psalm 8:4, a Psalm of David, King David.

Jesus--the son of man...is found nearly 80 times in the gospels being used by him to refer to himself.

at hebrews Paul is discussing how he made himself a little lower than angels--coming down to earth

I believe it is refering to Christ. It is cross-referenced to Ps. 8: 4-6 which is a psalm of David. David's psalms were often prophetic refering to Christ.
