There was an ozone storm and a mean looking green clown face truck involved. I think Lou diamond Phillips was in this movie. The humans ended up in a truck stop and all the trucks were circling the truck stop trying to get at the humans inside.

I think was just called "Trucks". It had a red headed actor (I don't remember his name) that owned the gas station / garage with his son. There was a tour bus that broke down by a junkyard and all the broken down trucks and cars came to life. The one reason they never hurt the gas station owner was because they wanted him to fill up their tanks.
