American Samoa is blue white and red with an eagle carrying a pompom and a sceptre.
Bhutan is orange and yellow with a dragon.
Kiribati is red with blue and white waves down the bottom and a gold sun and dove.
Moldova is blue gold and red, with a crest in the middle (the crest has a bull head) but there's an eagle behind the crest - holding a cross, a branch and a sceptre...
Of course, in Europe - you've got Spain (red and gold, large crest - lion - no eagle), Portugal (red and green, crest, no eagle) and Kyrgyzstan (red and gold with central orb - no eagle).
I don't know of a country with a red and gold flag with an eagle on it... sorry.
Try the site below, it has a very effective flag finder - especially if you know what it looks like - but don't know who it belongs to.
[Just an aside - the German National flag does not contain the eagle of the coat of arms. the National flag is just the three stripes. The flag with the coat of arms is used as a pennant .. ]

it is germany ... a european country to have an eagle on its crest but the german flag is made up of three bands, black red and gold..
however, the flag of montenegro is fully red with a slight border of gold and it has a crest consisting of at two headed eagle in the centre.
