It's advantageous to someone - normally the recipient.

In the UK in previous years, the top tax rate was 96%. There was a brain drain of Englands youngest & brightest (and the Rolling Stones) to the USA. In more recent years, the comparative pay rate for nurses was better in the UK than the US & nurses are leaving the US to go to the UK (the big difference is the apparent lack of a need for personal liability insure in the UK).
