Actually there are two of them, and they are black not blue. This is the Sony Trinitron Aperture grill based technology.
What you are seeing is the shadow of the damper wire.
The Trinitron system uses an Aperture Grill which consists of very fine wires strung from top to bottom. This method allows more electrons to reach the screens surface producing brighter more vibrant images.
The damper wire is strung horizontally to eliminate vibration of the vertical aperture grille wires.

It's there permanently I'm sorry to say. the blue line appears when the screen is damaged. bending it will do it every time. it happened to my dell c610 laptop. had to get the screen replaced to get rid of it. I got on eBay and searched for my laptop model, found a guy selling a screen for $70. it wasn't that hard to replace.
You can always just put up with it. at least on mine when it was doing this I could change my background wall paper screen to a pure white color and the blue line was less noticeable. try that.
good luck and sorry for the bad news..

i could consistently decide on the Acer; I even have had an Acer laptop for the previous 3-4 years or maybe though it has crashed on a pair of events, it has consistently thankfully recovered and greater over the time.
