A good friend of mine has a similar conundrum.
A good rule of thumb for choosing eyeshadow: follow the color wheel. If you want your eye color to "POP" use a color that's opposite it in the color wheel. If you're a pale blue straight on---and God bless you if you are---then tend towards soft peaches [make sure to get one that matches your skin tone].
If you have an eye that could easily be confused with a turquoise or a periwinkle, then shift slighty to either side of the pure blue. [turquoise comes out with a red-orange variety and periwinkle with an apricot orange-gold color].
Conversely, if you want to make the shadow blend to your eye, use a color that's closer to it on the wheel, like a purple or a pink.
Here is a color wheel you can work from: http://www.bargainfabric.com/colorwheel.jpg.
Hope that helps!

You should use a thin deep purple eyeliner and a dark purple eyeshadow. It will make your eyes pop. Just go light on the lipstick if you do that. Remember, accent either the lips or the eyes, not both or you wind up with the Hooker Look!

Start with black eye liner. Make sure you use it top and bottom.
Cover whole eyelid area with a matte cream colored powder shadow.
Cover lower lid in frosty beige / frosty lavender
Upper lid in frosty white / frosty pink
vee infrom outer eyebrow tips to the middle of the crease with dark brown / purple
Blend with a clean brush
Black mascara
Use the colors on the left to match earth tone clothes
the ones on the right for all others or drama

try to use brown or dark green liner, diffuse around your eyes, then use a black mascara. Also try blue, pink or green shadows you can mix the tones using lighter one close to your eye and darkest close to your eye bone. Always use a brush and diffusing the colors. Do not forget to add blush, use one that look natural, just to get shine. Good Luck!

A thin line of black eyeliner and a pearly gray eyeshadow is great for daytime. For nighttime, try a deeper gray shadow with a plum color in the eyelid crease.

well if you want them to pop, try using white eyeliner. for a more dramatic look, go for a smokey gray eye shadow or even a plum color. you said you have pale skin though, so don't overdo it.
