Use your Dell Installation disk, put it in the CD drive, reboot. You can either fully erase and reinstall Windows. If you don't have a disk, Google FDISK It's complicated if you haven't done it before.
Or download Dariks Boot and Nuke, it is free, it will wipe everything off your hard disk.

Format C/:
Make sure that you have a start up disk and another windows or linux or like that.
Actually you're gonna have to have a start up disk to format C/: in the first place...the newer windows won't even let you do that.....Bill Gates was such a snob that he kept thinking that his stuff must be the best.
