You have a bad fan motor, or a bad fan motor switch, or maybe even a bad fuse to the fan motor. But your problem definitely revolves around the fan motor. They commonly go out and cause the same symptom that you described. The way to fix it is to find it, and try tapping on the motor with a hard tool. (sometimes this is the easy way to find the problem because tapping on the motor sometimes makes it turn on, of course your AC or heater has to be on while you do it.) If the tapping doesnt work, check for the presence of voltage at the fan. If voltage is present , but the fan is not turning, replace the fan. If there is not any voltage present, Check your fuses, then look into getting a new fan switch. Good Luck!

Make sure the coolant is topped off at the radiator , the coolant hoses don't have trapped air in the coolant flow out of the heater core, and that the coolant hose valve is in opened position. Can be any of the above.

you either need a fan or a switch for it,,what its doing is not running, and the air your getting from it ,is because your moving fast enough to force air through the vents on it,and this pushes the cold or hot air in to the vehicle, try checking the fuse for the fan motor it may be blown on it,,if not take it somewhere and have it checked out real good it may take a good mechanic to find it,,good luck i hope this help,s.

Are the vents open on the freeway?
It sounds to me like your fans are not working. The first thing I would do is check the fuse for the fan.
