Ozzy wanted to throw a challenge because he believed Billy was a good for nothing. It worked, but the worst part is that Billy eventually figured he was on the outs (and opted to put Yul on Exile Island, which also worked). Meanwhile, there's a good possibility Ozzy will be in deep with the members of the other tribes.
Cristina probably won't have any reservations about snapping the surfer dude's neck first chance she gets.

I can understand the tribe being put off by Billy's lack of enthusiasm for working, but I think it was wrong to throw the challenge. For one thing the fact that Yul found the idol may very well come back to bite them in the butt. Speaking of which, I would hope that Ozzy gets his little butt whipped before long. I think he may be in for a rude awakening in the future.

Did you see him smiling while they were doing the challenge. Looks like that would be illegal or against the rules of the game to throw a challenge.
