Depends if you are serious about the girl or not. If not then it is dead easy for the guy to make a move. However if he is really serious/besotted with a girl than making the first move is really scary and if she makes it instead it is a god send.
In general I would say, if you want a guy to make a move on you, flirt a bit more.
Good conversation starters, umm. depends where you are and what your doing I guess. Make eye contact and smile. Let him think of the converstation starter and go with the flow.

Well, traditionally the man is supposed to make the first move, but I've always been a bit shy. It is much easier for me when the woman makes the first move. Once I know a woman I am interested in has an interest in me I am more confident and more willing to make moves of my own. If there is a guy you are interested in then I suggest making the first move, you will know shortly if he feels the same way.

I think that in the dating game, It would be refreshing for a woman to make an advance at me and ask me out for coffee. In a marriage it always takes two to make things work or fail, so why not in dating. I don't think it always has to be the guy asking out woman. I think if a woman were to ask me out it would ease some of the pressure and be refreshing.
Conversation starters: I like to talk about what people like to do for fun. I want to know what makes the other person happy and what they enjoy. Work, Politcs, and stuff like that can come later after youve had a boat load of beers. Could you imagine a political conversation wasted off your ***......WhooHoo. It would be fun.

I usually expect all girls to make the first move because once females lay eyes on me, they want my body, and that includes models and perfect 10's. The only reason why a hot female doesn't make the first move on me is because they are too shy or feel I am to hot for them. You don't really have to start a conversation with a pimp, just show a lot of flesh and if possible, rub your breasts against him and smell good let him touch your body. We really don't care about conversation like you females do, we pretty much only care about your naked body and your nice features ...

It depends on how serious the love chemistry is. My ex-girlfriend first started inviting me to her house for lunch cooked by her then the relationship blossomed till today!
I would says: hi, let's have a lunch and a movie next?
