In 1900, Senators were appointed and appointments were often bought, so that the senate was made up of wealthy businessmen. Policy of the USA was what is good for business is good for America. 1912 election senators were elected to the senate, and thus answered to voters. It was then America started governing for the people/voters and social reform was started.
