If its the original game you catch him in Viridian forest just before you get to the first town with brock as the gym leader. Other games im not sure check out www.gamefaqs.com for a extensive list.

supersaiy's right pikachu's found in the viridian forrest but it
depends on which pokemon game your playing.pikachu can also be found in celedon city in the crystal version as a game prize for
2222 coins at the game exchange next door. but i think it's better if u catch it rather than pay for 1.
