The two amendments passed after the Civil War were the 13th which abolished slavery and the 14th which extended the 5th Amendment due process clause to the states (prior to that it only applied to the Federal Government) and added an equal protection of the law clause and added a clause that no state may abridge the rights of a US citizen. The equal protection clause and the rights of the US citizen both quarantee a right to vote. So its the 14th amendment.
Further, the Congress also passed the Civil Rights Act of 1866 which declared that all persons born in the United States were now citizens, without regard to race, color, or previous condition. As citizens they could make and enforce contracts, sue and be sued, give evidence in court, and inherit, purchase, lease, sell, hold, and convey real and personal property. Persons who denied these rights to former slaves were guilty of a misdemeanor and upon conviction faced a fine not exceeding $1,000, or imprisonment not exceeding one year, or both.
