I assume you mean a nest under the edge? If so a trick I learned is at night when temp is low put steel wool in entrance hole and then Soak the heck out of the area and it will drown the hive and you can cover the steel wool with a little dirt and never see it again.

well? where is the concrete where the wasps are? spray is pretty much the most sure fired way of getting them

I know someone who uses gasoline to get rid of wasps. He says it works better than anything else he's ever tried.

YOU CAN WAIT TILL DARK STICK A HOSE IN THE HOLE AND LET IT RUN FOR A HOUR. OR MAY PERSONAL FAVORITE...WAIT TILL DARK STICK A TWO LITER SODA BOTTLE FULL OF GAS IN THE HOLE. WAIT TILL EMPTY. THEN WAIT ANOTHER HOUR. MAKE A GAS TRAIL FROM BOTTLE(LEAVE IN HOLE) ABOUT 10 FEET AWAY THEN LIGHT BOTTLE WILL LAUNCH, FLAME WILL BURN FOR A HOUR.
