Living in the middle of Hurricane central I can tell you that tape will do NOTHING except help you pick up the pieces.
There is a safety laminate that cements onto the glass that can take a 300lb man swinging a baseball bat at it. I also saw it take a 45 cal bullet without letting the bullet through untill the third one in the same spot. You cannot even see that it is on the glass.
Most glass companies sell it or can get it. The laminate attaches to the side you want protected. So at home you want it on the INSIDE.
Here is a website for an inexpensive version. http://www.solarx.com/services/
The cool thing is it only protects from one direction. SO like when used for bullet proofing- the criminal cannot shoot in but the officers can shoot out of it.
The guy wo does ESPNs baseball tonight is the one that represents the company I saw. He did the demonstartion himself.
Pretty cool stuff and cost effective.

Good' ol masking tape, if you're not looking for cosmetic appeal. Just apply strips of it across your window in an asterix shape (*).
If you're looking for something seriously heavy-duty, you can follow the tips on this website: http://www.stormsurvival.homestead.com/Hurricane_Storm_Shutters.html
PS--Tape won't keep your window from breaking from debris during a strong storm (ie, a trash can at flying through the air at 100mph), but it will help keep the glass from shattering into a million pieces.
If you're looking for something more permant and heavy duty, but without a lot of effort or expense, there's always plywood...
You can also install storm windows: http://www.doityourself.com/stry/stormwindows

Get the tint kits that people "do it your self" buy .... I think that Home Depot sells a type of plastic tint stuff that keeps your windows from shattering the window can still break. Instead of shattering it stays in large pieces.

a good security system will help deter criminals...
and if weather is bad enough to break your windows then you need to have some kind of shutters to close when it gets really bad outside.
There are metal shutters that will roll up into a storage place during non-use times... like the scrolling down doors used Mall stores.
