I have very pale skin and I have been doing hair and make up for many years in a salon, so I can relate to your question. Never use black mascara or eyeliner or eyebrow pencil. Use brown instead, it makes a huge difference. Keep your eyeshadows, cheek color and lipgloss, natural. Not necessarily pink but natural is best.

I've always been pretty fair skinned, but lately have been tanning a little. I've always used eyeshadows in browns, and used pink or orange lip glosses. If you're trying to look a little less pale, try Physician's Formula Peach-to-Glow Powder Palette. It's great because it's gives you more of a glow, but looks natural. You can find it in drugstores for about $12. I love it.
Try to stay away from any really dark or really light colors. Dark colors will overwhelm your face and light colors will make you look washed out.

For eyeshadow, gray or pink is the best color to choose. Gray can sound boring and weird, but it looks hot on person. A deep red lip can look really sexy on pale skin, but a light pink is also fine. Try to stay away from orange/brown lip color though.

just get makeup that matches ur skin tone. like pink eyeshadow. dont wear any weird colors like red or violet. also, stay away from excessively sparkly lip gloss, just get the clear tinted kind. looks more natural. and dont wear any dark or bright colored blush. the whole point of makeup is to make it look like ur not wearing any.

I am unable to tan/very very pale. i favor bare escentuals.Pale complexions show every blemish etc/they have a powder called "well rested", you dab on blemishes,then voila, they disappear. Its other purpose is to brush over your eye area ( i.e. socket area) and like magic any hint of a rough nite before disappears.I'm also a big fan of their mineral veil.

i've not found any expensive brands to wear any better than the less expensive. preference is your own on brand names;
i've very pale skin, for colors i use these.
pastel shadows, used sparingly (i apply these with my finger instead of the sponge or brush to keep them sheer)
pale blush tones (peach or rose)
brown/black mascara, brow, and liner pencil
sheer lip glosses - i'd stick to colors that match your lip shade.
