My mother had saved a few of them, and I'm wondering if they are still usable in place of a regular 39-cents stamp.

Those were usually used right after a postal rate change. I think the F stamp is only worth 29 cents. It was issued in early 1991.

Should be - those are sometimes issued at the start of a new stamp price rollout and I had some for a long time until I ran out. They were supposed to be "one first class stamp".

Also read that USPS plans to issue stamps with a value of "a first class stamp" or some such that would be good forever as a stamp. Those will be sneaky since ounces past the first cost less and people will probably use them as ounces without realizing they are spending, for example, 39 cents where 25 (or whatever) would do.

F is for Firsts

Stamp collectors love firsts! Doesn't everybody? We all seem to have a fascination with the first of anything, whether it's the first flower of spring or winning first place in a contest. "Star light, Star bright, First star I see tonight." First base. First man on the moon. The first is somehow the best.
