THey shed their skin as they grow larger, because their skin does not grow. It is believed they evolved from burrowing lizards that did have legs, but as they spent more of their time underground the legs gradually disappeared, as they were not necessary in that environment.

No legs, check the history of evolution, there are some benefits to having no legs. Many snakes still have vestegial legs known as "spurs"

Snakes have no legs because God condemned them to crawl on their bellies.
Genesis 3:14
