Basically the threats are the states which are termed a threat by the US. If that is the criterion, yes they are a threat. As matter of fact all have a right to develop nuclear capability and use it for self defence or for energy requirements. Stopping others and acquiring himself is nothing but "mafia" tactics. The US continues to acquire and develop nuclear capabilities (rather multipying). In fact the US is the real threat because of its huge catche of nuclear arms and its "mafia" overtures.

The states which declare themselves a theocratic stte and are openly supporting terrorist engaged in destructive activities are naturally a threat to humanity . Of the four countries you hav ementioned three are Islamic theocaric states and iranhas been openly declaring that it would wipe isreal out of the world map. though it would be impossible for Iran to wipoe Isreal out of world map, its rhetoric has exposed its nefarious intentionand it being an Islamic theorcaric stte it might in all probablity use the atomic bomb against isreal and cause destruction. that is the only reason that the US is opposing the effort of Iran to engage in any activity in the nueclear feiled even for civilian purposes . it was Irans rhetoric that has created the problem for it .All these states know for sure that they can only talk everything and theat they can not engge in any destructive act openly and provoke the Us and its allies . if the US and its allies would prefer to be as barbaric as these regimes that are supporting terrorism indirectly ,those countries can get wiped outof the world map. the only confidence that those civilized regimes would not go to that extent , is all that is encouraging the petty powers in rhetoric and wordy duel tha tcomplicates situations .
if every body sees reason and comes to senses , there will be no proble for the world . At the present juncture , it would be sensible for Iran to give up the programme of prcessing nuclear fuel and abide by the Un regulations as the imbraglio is self -made by its own rhetoric. This incident is apositive proof that people in high offices should have some restraint while talking . the Pope recently got int oan imbroglio though what he said was not any thing wrong ,because the view point was not in accordanace with his status as the high priest of a religion .
No one knows what these states woud do with their nuclear potential. Definitely , it can not bge a threat for america as that country is capapble of protecting itself and destroying the enemyh if it so decides . it is in the interest of the smaller countruies in th various parts of the world that the Us is particular to ensure that the technology is not made avilable to countries with suspicious charactor based on their past records. some members of the security council are not supposritn the efforets of the US soley on accoun tof their selfish interest and indifferenc e to the threats that might result in certain regimes ataining nuclear capability .

Yeah, but you might look more at Iran, Venezuela, and Cuba. More politically potent, I'd say. I don't think they'd use them, but the want the power, and really... the U.S. has a heck of a double standard and even more hypocrisy to a) act like they should control nuclear weapons and b) have them themselves! The U.N. needs to wake up... Oh geez, I'll spare you a rant. Just read Time and search for "new york meeting nuclear cuba venezuela" on google and you'll find something.

No threat.
The only threat is the US government, who have a need to pull off another stunt like 9/11 in order to win the elections.
