I'm not really sure, they can speak some but in broken up sentences. but if their eally smart then they might.

no... usually is the time when they start to talk.. but don't expect your child to talk fluently... he/she will start with a few words.....most of the kids start talking fluently when they are about 2 and a half or 3

No..but if he does, he must be a gifted child
