I have a Friend that is an Alltel user and he pays a monthly service charge, I think that it is however you want it.

No...they are cell network provider just like Sprint, AT&T, Cincular, etc...they do offer a prepaid service....as do all the other major cell network providers. But it's up to the consumer to choose what type of service they want.
