Depending on how much of the thicker tissues were damaged. Most fins grow back with time, but an anti-fungal or salt for freshwater fish is a good addition to help ward off infection

Eventually - was it attacked by another fish? Separate them, and the injured one will heal and re-grow it's fins.

Mostly - I have several fantail goldfish, and they like to chew on each other's tails sometimes. It is kind of a slow process, but for the most part they do grow back.
