Because IE7 is still in beta version. It has not been finished yet so there are still a lot of bugs in it.

You don't say what doesn't work. If it is Flash that doesn't work, it has to do with Windows Updates. Twice now there has been something in the updates that makes Flash inoperative with IE. It happened to me when I had WIN 98, and has now recently happened with my XP system, so I use Opera for those sites.
