How about a cat?
All you need is black,white,gray,or brown solid pants.
A shirt the same solid color, A solid scarf or material belt,like from a bathrobe or something, that will match.
Make some paper cat ears, attach to a head band, or buy some
cat ears already attached,like from the dollar store.
Use a soft black eye liner pencil. Color your nose,draw whiskers
from your nose, and black lipstick.
Your then done, it's easy, not scary and affordable.
I'm no artist or crafty person, but 8 years ago I did this for my daughters Halloween party, she was 5 then. The kids loved it.

Be a fairy. Take some of those white angel wings you can buy at Target or Walmart, paint them with some watercolors and bend them into a fairy wing shape.
Then add glitter. Glitter is the key to any great fairy costume.
get a pretty color eye shadow and make yourself look mystical.
a wand also makes a great accessory. (Tape 2 pencils together with masking tape, wrape with crate paper and again more glitter.
If you have a little purse or pretty bag.. put lots of glitter in it and grant the wishes of your pre-schoolers while you
sprinkle tiny bits of it on the heads.
Good luck with whatever costume you choose.
I'm sure your pre-schoolers will love it.

MOTHER GOOSE
you can get a old country dress and hat and a pair of glasses, look in the library to see a picture to get the exact one you would like, even have that nursery rhyme book to read to the kids. it would be fun and they can even giggle at the fact their teacher is mother goose. you could even have some of the props to represent the rhymes. if you have assistance in the pre school class see if they would be willing to join in. maybe turn Halloween into a day of story telling and learning. you can have coloring pages of the rhymes and deserts that are part of the rhymes, i did this as a girl scout play. we even had some in music and some with paper mache props.

a sheet can be so many things a ghost and angel you can be a friendly ghost you can go to a furniture store get a big box cut holes for arms and head and make yourself a robot you can go as a hippie easy to do hit the salvation army you can make a cape out of a sheet or even pillow case or towel and go as super teacher put a capital T on a tshirt

If you can make or get someone to make you a blue checked pinafore and wear a white blouse you may already have,white anklets and black strapped shoes and put your hair in pigtails your pre-schoolers will probably recognize you as Dorothy from Wizard of Oz right away.

Ready for bed.
Complete with pajamas, robe, fuzzy slippers and carrying a teddy bear.
No cost involved - am assuming all the children have pajamas and slippers. Most assuredly there is a stuffed animal in their homes.
