The hot dogs and the cornmeal coating were both already precooked to a certain extent. By thawing them in the refrigerator the bacterial growth was at a very minimal level if any. The keep frozen directions mean that you should not allow them to thaw at room temperatures and allow them to remain at room temperatures for a period of time as this will allow bacteria to grow. The heating directions also are for a frozen dog so if it is thawed before heating the directions will cause overheating.
There are many things that say keep frozen or do not refreeze that are perfectly safe to refreeze if they have not obtained room temperature such as frozen vegetables or precooked foods. The key here is have not reached room temperatures. How often does one bring these items home from the grocery and they get popped right into the freezer without a second thought about how frozen they are.
Many grocery chains ship these "frozen" items from their distribution centers to their retail stores in unrefrigerated trucks and upon arrival are set on the loading docks until they can be put away. Usually you can count on these "frozen" items to have been frozen and thawed and refrozen twice before you ever get them home to your freezer.

that's definitely good, most canned cat food says to refrigerate it after opening. i do the same for my kitten. since that's all he's known (room-temp or cold food), he eats it right away most days. putting it in a bag is a good idea, both for preventing it from other fridge smells and for preventing it from drying out. for convenience, most specialty pet stores (petsmart, petco, etc), sell canned food lids. they're plastic and some even have different sized grooves so that they can fit different sized cans.

They're just fine. Almost can't harm the things. Might be a bit drier than normal but no problem.

That it´s the worst thing you can do with that kind of food , once, you open the bag, you have to eat it , you must never refroze it, because all the bacterias in the air, they decompose the food.

I am sure they are, since they have been cold. It could affect the texture of the covering around the corn dogs. I have refroze foods after being refrigerated.

rule of thumb is-- beef is no problem, pork is ok but may taste funny. any fowl don't eat it.
