The number one thing is for your deck to be balanced. Its ok to have more M/T or more Monsters as long it doesn't hamper the intent of the deck.

Other tips:
-Know what your cards do. Seriously, there are alot of people who are completely ignorant about what one or more cards in their deck actually does. Go to http://www.netrep.net for card info and card rulings.
-Stay as close to the 40 card minimum as possible. Few cards means you have a better chance of drawing the cards you need.
-No more than 4 tribute monsters. I know people with more than that but you really have to make a deck around it.
-Make a sidedeck. You likely have a good idea of the decks you'll be facing and a sidedeck will help you counter those decks. For example, Cyber Stein OTK is a very popular deck right now and people often sidedeck Kuriboh and/or Waboku against it.
-Read the Forbidden/Limited list. Just to make sure you don't have any banned cards or too many of a limited card in your deck. Example, Magician of Faith was put back to just 1 per deck while Reflect Bounder was unrestricted completely so you can have 3 now. http://www.upperdeckentertainment.com/yugioh/en/gameplay/forbidden/advanced_current.aspx
-For a deck to work it must have a cohesive theme. Random assortments of M/T and Monsters don't cut it at a tournament. Warriors, Fiends, and Machines are really big right now.
-Don't bring any unnecessary cards to the tournament. People you thought were your friend could turn out to be thieves.

Try to keep your deck to no more than 50 cards, as said before make a balance of magic/trap and monster cards. Of course the monsters should be a mix of high attack and strong effect monster cards. Try to avoid putting 2 tribute monsters in your deck unless you have cards in your deck that can bypass the tributes.

A few staple cards to include in almost all decks:
Smashing Ground
Magician of Faith
Mask of Darkness
Sangan
Cyber Dragon
Mirror Force
Sakuretsu Armor
Graceful Charity
Night Assailant
Book of Moon
