My daughter is sweet sixteen this Monday! We are taking a handful of her closest friends to a beach house for the weekend and having a seafood boil!
Depending on what your budget will be, start looking for some good ideas now.
Inexpensive: slumber party - go all the way with lots of sweets, ice cream sundae bar, etc.; dancing; outdoor games - croquet, volleyball, horseshoes; set up your backyard like a carnival! - fill balloons with silly messages or fortunes and pin to a "wall" (plywood or brick wall) and throw darts in turns, rent a snow cone machine/cotton candy machine (a LOT of places offer these now); set up your party on a beach with music, volleyball and barbecue.
Plan to go as a group to a museum with lunch or dinner afterward; some towns actually have free concerts in the park or check to see if there is a festival in town.
Whatever you do, make sure that it is something that YOU would enjoy, don't try to entertain everyone else so much.

My friend did this and it was so much fun. Rent a party room for the night. They have them at a lot of places. Invite A LOT of people and you guys can just party all night! It is so amazing!
Or you could invite a few of your closest girl friends and ride in a limo somewhere and get your hair and nails done, then go to dinner and take pictures.
Sorry, these are kinda expensive Birthday Parties, but If your parents will let you, then I think they would be tons of fun. Hope I helped! :D

Is your birthday in the summer? Do you live in a place where the weather is warm most of the year round? If so have a pool party.See if your town will let you use the city pool for that!

Have a party with your closest friends and have a birthday bash at your house. (only your closest friends to avoid making a big mess in your house) If you want to invite more people, then rent your local pool for a pool party, then go to a nice restaurant with your closest friends to eat.

Go on a cruise to Italy, and take like 20 of your closest friends.
But pay for them so you won't seem like cheap or something.

go somewhere where u haven't gone. like alaska, italy, spain. vietnam or just throw a party
