Get some voice coaching to start with. Make your demo tape and start passing it around. Do some pro-bono work (like reading for the blind on AM radio.) get some experience. Then get an agent who can start finding you some work.

I don't know where you live, so I don't know how much work talent agents get for their clients. This tends to vary substantially from city to city.
You could also contact your local office of AFTRA or SAG, which are unions that represent performers in this kind of work. It's my belief that a few people make a lot of money doing voiceovers, and a lot of people make some money at it. But it's rather competitive, and producers tend to use the same people (voices) for lots of different kinds of work.
Work is more plentiful in election years.

First thing, get a serious agent. They will hook you up with all the casting calls for the area that you want to specialize in. Then make sure you go to the casting calls and do your best. You could get lucky.
