Everyone's cycle is different, most cycles range from 3 to 5 weeks, 4 weeks being 'average.' If her cycle is always roughly the same length, then it is normal for her. If it varies from 5 weeks one time, to 3 weeks the next, that could still be 'normal.' Some women vary that much, especially early on during puberty.
There may be fertility issues if her cycles come too close together too frequently, but unless and until she decides to have a baby, it shouldn't concern anyone. Frequent periods can be an annoyance, and can possibly be alleviated by standard birth control pills or the new ones that allow the period only once every 3 or 4 months.
She may be at risk for anemia if she has periods more often than every 3 or 4 weeks, but if she's talked to her doctor, chances are things are fine. Fainting, weakness and other symptoms should be followed, though, if they show up, since they can indicate anemia.

I wouldn't say that it is normal, but I wouldn't panic either, irregular cycles can happen for a number of reasons and the best thing to do is to talk to her doctor. If she is not on any birth control then maybe she should get one some to help regulate her periods, if she is already on birth control then maybe she needs to switch types to get regular. I had alot of problems right after having my children. I went from being regular to having periods twice a month to having one every other month. My doc finally put me on a pill with a slightly higher hormone level and I have been fine ever since. Good luck!

If this has been her regular cycle - then yes it is normal for her. However, in general it is not normal for a woman to ovulate that frequently. From your brief description I am about to assume she is very young.
Please have her speak to a doctor. I remember this happening to teenage girls - they were given a mild "pill" and it actually helped regulate their periods to once every four weeks.
