Pay off ALL My debts!
2nd...,
Send enormous, generous donations to Charities that feed starving children and even to help some poor families with children's hospital debts.
3rd...,
Build an Animal Hospital and rent to an exchange of Veterinarians on the condition they help the poor who have pets. I would name the building in honor of my mother who loves animals more than life itself.
4th...,
I would buy some long needed things for the house (no need in building a mansion, its not important).., a few frivolous things.
The rest would be invested so I could keep the cycle of helping others and animals out. What good is money if you blow it all on yourself and you die leaving nothing behind but a completely selfish life style?
Nope - I would not give one penny to any partiers and vain fellows who want to dress like and hob nob with the snob-class of people. Talk about a waste.

After paying off my whopping $30k in debt... I'd go out to dinner with my hubby...
Then I'd find a real estate agent, see if I can buy that one piece of property I've had my eye on (gotta convince the current owner they should sell!). Right now, it's just farmland, but... I'm gonna put a house on it!
Oh, yeah, and I'd tell my husband to sell the POS '84 Toyota and get the Chrysler 300 he wants, and I'd sell the van, buy a Chrysler Pacifica (with touring package) in blue!

The very first thing I would buy would be a nice expensive dinner for my closest friends and relatives. I think that I would choose a nice Steak and Seafood Restaurant, and let my guests order whatever they wanted, and have all the beer and alcohol that they could handle.

A billion lottery tickets. You never know. I might hit it big!
And if I did hit a big one, I'd take my friends and family to a nice dinner. Then, between the main course and desert, I'd excuse myself to go to the restroom, pay the bill, sneak out and move to the other side of the equator, leaving no forwarding address.

a whole bunch of new and expensive designer clothing...next on the list would be a house (i hate the apartment im renting), and then a car. so how did i get this billion dollars anyway?
