Remove the stock muffler and install a straight pipe. Remove the entire governor assembly. There's more but keep in mind those things weren't built for racing. The engines aren't designed to turn high rpm for long periods of time, although I don't know of anyone blowing them up, either. First thing you should do is find out what the rules are for where you want to race.

Larger pulley on the engine, smaller on the transaxle.....
DO NOT (well atleast I wouldn't if I wanted to keep the engine) remove the governor..... sure, maybe tie a string to it and give it a tug for some quick jump in speed..... but the stock connecting rod isn't made to withstand much over 3,600 rpm.
I'd also lengthen the front axle......, for stability in turns
