They are the cocoons of Braconid Wasps. The eggs that were laid in the body of the Hornworm hatched and the larva fed on the worm's body. Adult Braconid Wasps will soon emerge from these cocoons and fly off in search of more Hornworms, if left undisturbed.

They are the larva of a very small WASP. They kill the Worn (Tomatoe worms)worms. In-other -words, they are a good thing.
