it tells me my system is compatable.

What does it do when you try to play it?

Try running the Program Compatability Wizard and enable the settings as described in the Sonic 3d requirements.
It sounds like this could be a resolution problem.Older games will not run with 32bit colour quality and you may have to reduce this to 16bit.

Could be any number of things tbh - some things that come to my mind is:

1) ATi Tray Tools - if you have this installed, some games wont run with it open
2) Its not Windows XP Compatable

it might help if you posted your system specs :)
