If you're talking about the front suspension, the forks or steering stem could be bent. Or the jerk you bought the bike from, filled the forks to the top with oil.
To check if anything is bent -
-Loosen the upper and lower pinch bolts that clamp "one" of the fork tubes to the steering stem (only loosen one - the L or R).
-Spin that fork tube 360 degrees in one direction.
-It should spin around without any binding (no resistence).
-If you can't spin it around, or the front wheel wobbles while spinning it, then you have front end damadge and need repairs.

To check for over filled forks -
-"Loosen" the tops of both fork tubes.
-Use a floor jack to lift the front of the bike, just enough so there's no weight on the front wheel.
-Remove the tops of both fork tubes (careful - the fork springs will spring out a little).
-Slowly let the jack down. If they were overfilled, the forks will move normaly. If they do, drain the oil and fill with the propper amount.
-If you still can't get them to move, then you'll have to take them apart.

-If the R suspension won't move, that's usually a sign that the shocks are bent. When you have them off, try to compress them. If you can't, replace them.
-With the shocks off, make sure the swing arm moves.
-The swing arm bearings might be siezed to the pivot bolt. Or the swing arm/frame could be bent.

you can always get a overweight friend to jump up down on the bike. you will have to strip the suspension down, it may be all you need is fresh oil in the front forks.

You will have to remove the unit and strip it down and leave it in a bowl of oil for a day or 2. Or go to a breaker and get another.
