Whenever I read on my bed, cry, laugh too hard or whatever reason which results in shedding some few tears, these tears stink my eyes badly and I would have to quickly wash them with running cool water.

Your eyes are probably already drier than they should be. When the eyes produce tears, the salt content in the tears causes the stinging. The dry tissue absorbs the salty tears and the high salt concentration causes the stinging.

It could be the salt content on the skin around your eyes. When your tears wet your skin, the salt particles dissolve into the tears and make their way into your eyes. Same can be said for eye makeup.
Crying is sometimes painful for me if I haven't washed my face in a while. Try washing your face several times a day.
