Back in the 1990's there was a big demand for web developers and recruiters couldn't find enough American's to fill the void. Indian schools started creating more graduates to fill the need. Today American companies will outsource some of the web developement work to offshore shops like India because they are cheap. The nature of web development is that the people can work on the source code and deploy it onto a web based server without having to be physically present at the company premises.

Because the American work ethic is deteriorating, both on the employer and employee side. American programmers are flipping hamburgers in fast-food joints, or starting their own businesses and outsourcing THEIR work, while American companies outsource to consultants and fire people about to retire so they don't have to pay the pension.
Seriously, if a business cannot prove that at least over 50% of it's employees are LOCAL, that company should be forced out of the country.
