Because we have handed far too much responsibility of our day to day lives over to the government and it is incapable of managing it all.
Here's the simpliest way I can explain it.
Gap Inc. sells clothing and they are tremendously good at it. They appeal to different target audiences through Old Navy, Gap, and Banana Republic, but the focus is primarily clothing.
Brinker on the other hand does food. They own Chili's, Macaroni Grill and On the Boarder. The do nothing but food and also do it very well.
In the corporate world, companies and executives have figured out that in order to stay in business, be competitive and reduce costs, the company must maintain a singular focus. When the product line becomes to diverse, costs start to rise and quality begins to drop.
This is where your government is. They are trying to do to much, including, welfare management, education, security, market manipulation, air traffic management, tax collection, law enforcement, land management, data protection, energy regulation, etc. The list goes on and on. No one organization has the ability to manage such a diverse variety of tasks. As a result, the governments ability to protect data properly, because the focus is elsewhere.

Accidents happen. People today don't take there jobs seriously.Just a while ago in Mass. a police dept. through out a cabinet draw with $32,000+evidence from a drug crime in it.It is buried in a landfill about 4 miles from me here in N.H. How many records have your school lost, or your job. The computer age is also the throwaway age. If a new one that is better,fastercomes along, then get rid of the old one. How much information have we lost doing this.LOTS//
