i dont know how frequently used it is, but it shows up on the top of google searches so it must be used fairly often:

there is a link for submitting a call on the left hand side if you look carefully.

Hi there. Try The Readers Retreat website. They allow new authors to submit work, share ideas and even get paid for short stories. To ask for submissions, you'll need to join the site (free) then post a notice on the message boards OR ask the site admin staff to post something on the front page. Good luck with your writing!

Depends... are you planning to charge for submissions? If this is a profit-making venture on your part, it narrows some of the options.
