One of the conditions when Texas rejoined the union was that they could at anytime leave. However, there is some debate whether that still stands after the civil war.
Texas also has the right to fly their state flag side by side with the U.S. flag, not below or under.

False that Texas joined the US by treaty (it was an act of Congress).
False that Texas has the right to leave the Union.
True that Texas has the right to split into as many as 5 states.

Texas is the only state that had established itself as a soverign nation before it entered the union. Because of this, Texas negociated several special conditions before it became a state. Because of the civil war, not sure about your question.
