Yes, check out the automobile test reports on the internet, or in the trade magazines.
You getting behind the wheel, even on a test track, could become a disaster, very quickly... but, all is fair in the Darwin Awards!

Yes, and it can be fun.
I don't know what kind of car you have - but if you have a raceway nearby - you might want to find out what car clubs run there on the weekends.
Porsche Club of America uses tracks for driver education all over the USA - and most allow non-Porsches to join in. pca.org
BMW has driver schools also - and so do most car clubs.
Each club has their own way of doing it - but basically, it is to teach you how to handle your car to the best of your ability - or your car's (which ever comes first) in a safe environment with the help of an instructor sitting next to you.
The cost varies from track to track and club to club - but a weekend could cost you 200 to 500 per weekend. Each club does things to keep you interested and thanks you for participating.
One nice thing about being a weekender on a track - you really learn how to control your car at high speeds - and there is never a worry about a siren coming after you...

Yes. Take it to a place where they have no speed limits. Like a race track.
Or check out how fast the car goes by reading the test spec in a good auto magazine or on the web.
Be sure to use your seat belt, air bags, anti-lock brakes, parachute or any other safety devices you have when you do this.

well it's always fun to run your car at a test and tune session at your local drag strip. as for top speed, if you can't find a closed track long enough, find somewhere secluded, with no fuzz. have some friends block off the road or something.
