My directions say that if the cleaner doesn't work to use a non abrasive cleaner pad and apply the cream and rub gently. You may have to repeat this a few times. i have also heard other people using a razor blade to gently scrape the burnt on stuff off.Don't cook on the burner area untill you get it removed cooking on it will make it even harder to get off.

Have you just tried soaking it with some plain warm soap water for a while (maybe just before the water gets cold) and then trying scrubbing it off a bit later.

gently scrap off with a razor blade, then clean with white vineger. I also have a black cooktop, all my appliances are black..never again, too hard to keep fingerprint and dust free!!!

if u use ajax and water then let it soak 4 a while u can scub it off with a scrubbing pad or some times it can dissolve by itself so u can just wipe it off.

I use baking soda as it will not scratch but provides the abrasion you need to clean up baked on spills.

you have to use a razor.
put some of the cerama bryte on it and wet it a little more than usual then take a razor and scrape the milk off.
or lay a wet rag on the milk and let it get soggy then scrape it off.
