Well lets see you would steer or pilot a boat and that would be done by the skipper or the captain, possibly the first mate. If it is a personal boat, most likely the owner of the boat.

ANyone who works on the ship as a crewman can be a sailor regardless of his rank/rate, but a skipper/capt is a courtesy extended to anyone responsible for the crew and the boat.The capt may or maynot pilot or steer the boat. He depending on size has someone else do it- Helmsman. The Capt/skipper has the ultimate say (even if an Admiral is aboard and the Capt/Skipper is an ensign.)

well, realy , it either you "helm" or "Pilot" a vessel, now to even confuse this more, can also "master" a craft....but heck the "helm" does look like a steering wheel on some sportcars so many will say that they are "driving"....
here's a little tide bit of history, the thing that caused the popularity of small boats sales to rocket back in the late 40 early 50 was the invention of reverse...because no longer did you have to pull start the motor and away you went...now you could start in neuteral and then put the lower unit in gear and go, just a little bit of unknow small boat history.
