ATM bank card issued by a bank with the bank's name on the card and cirrus and star can this card be used in Mexico ATM?

You should be able to use it at any ATM that has the star logo on it. But you should really call your bank to get a correct answer to this question. It would be a good idea to let them know you are traveling in Mexico so, your account doesn't get flagged.

I'm doing say 99% yes. You can use pretty much any atm card from a major bank in developed foreign countries. And Cirrus and Star are big names, I see those on everything. They will charge you a fee, and a foreign currency conversion fee, but I always use ATM instead of conversion centers. The banks always have the best exchange rates.

As long as the ATM in Mexico displays the Cirrus logo, it will accept your ATM card.

Better still, have your bank issue you a debit card instead and just use it instead of cash - you're much better protected from theft and fraud that way...and the card is accepted anywhere visa and/or mastercard are.

as long as it says citcus , star etc on the atm machine yes you can use it for sure i used mine in the uk a couple of years ago

Yes! But be careful. Remember that mexican money comes out as peso's so you need to do your math first....
