First, you're running a huge risk by attempting this. Be SURE you trust the site and the .dll file before you even try. If I understand what you're saying, it's requiring windows to be running in command line, not just opening a command prompt. You do this by rebooting and hitting f8, then using the option to run in safe mode with a command prompt. This will, of course, disable most protections built into Windows, as well as most antivirus/antispyware programs, and give a clear shot for a malicious program to crash your system.

Don't mess around with DLLs unless they're from a trusted source. And anything asking to use a command line sounds very suspicious. I'd be very careful if I were you.

The command line is unquestionably what runs at the back of the curtain of homestead windows. occasion... clicking on information superhighway explorer could be "C:windowsiexploere.exe" sometihng like that.... you will get admission to it by using going to start/run and type CMD for homestead windows Me/ninety 8/ninety 5 initiate/run and type command
