First, you're running a huge risk by attempting this. Be SURE you trust the site and the .dll file before you even try. If I understand what you're saying, it's requiring windows to be running in command line, not just opening a command prompt. You do this by rebooting and hitting f8, then using the option to run in safe mode with a command prompt. This will, of course, disable most protections built into Windows, as well as most antivirus/antispyware programs, and give a clear shot for a malicious program to crash your system.

A command line is the space to the right of the command prompt on an all-text display mode on a computer monitor (usually a CRT or LCD panel) in which a user enters commands and data. It provides a means of communication between a user and a computer that is based solely on textual input and output.

Command-line tools must be run at the prompt of the Cmd.exe command interpreter. To open Command Prompt, click Start, click Run, type cmd, and then click OK.

Don't mess around with DLLs unless they're from a trusted source. And anything asking to use a command line sounds very suspicious. I'd be very careful if I were you.
